Does switching from shingles to metal need a Calgary permit?
Does switching from shingles to metal need a Calgary permit?
The short answer is: it depends on how the City of Calgary interprets the material switch, and you should confirm directly with the City before signing anything.
What the rules actually say
Alberta's Permit Regulation exempts re-roofing from a building permit when the new material is of a similar type, the work is for appearance or maintenance, there is no structural change, and health and safety are not at risk. The City of Calgary's own storm-damage guidance gives one concrete example of a switch that does need a permit: changing from shingles to clay roofing material. Metal is not on that list, but it is also not the same material as asphalt shingles.
Because the provincial exemption is written around "similar type," a switch from asphalt to metal sits in uncertain territory. Never let a contractor tell you with certainty that it does not need a permit, and do not take their word that it does either. The right move is to contact the City of Calgary directly and ask before the contract is signed. The contract itself should spell out who is responsible for obtaining any permit that turns out to be required.
Structural weight is the other issue. Standing-seam steel is actually lighter than asphalt shingles, so weight is rarely a concern with steel. Stone-coated steel panels are heavier. Either way, a good roofer will check the decking and framing condition before quoting, and if there is any doubt about the structure, a structural engineer should look at it before work begins.
On the cost side, metal roofing in Calgary runs about $11 to $20 per square foot installed, putting a typical house in the $20,000 to $50,000 range. That is roughly double to triple a standard asphalt replacement, though metal's lifespan and hail resistance can make the math work over time. Class 4 impact-resistant metal reduces hail damage meaningfully, and the Insurance Bureau of Canada notes that a majority of insurers offer discounts of up to 50% for hail-resistant materials, so ask your insurer what applies to your specific policy before choosing a product.
A proper quote for this job should include the tear-off and disposal of the existing shingles, a per-sheet price for any decking that needs replacing, new eave protection (ice-and-water shield extending at least 900 mm up the slope and to a line at least 300 mm inside the inner face of the exterior wall), all flashings replaced new, the exact metal product and profile, start and completion dates, a payment schedule, and the manufacturer and workmanship warranty terms. Under Alberta's Consumer Protection Act, any contract signed at your home or with a deposit before completion must be in writing and include the names and addresses of both parties, itemized prices, start and completion dates, payment terms, and a statement of your 10-day cancellation right.
Before you call anyone, spend five minutes in the attic with a flashlight: look for water stains on the sheathing, soft or discoloured spots, daylight coming through, and frost on the underside of the deck in winter. That tells you whether the decking is sound and whether the ventilation is working, both of which affect the quote and the long-term performance of any new roof above it.
